As antisemitic hate activities reach unprecedented levels in Canada, criminal and municipal measures to combat hate remain underutilized. ALCCA, in collaboration with leading community organizations, is committed to ensuring that legal remedies are effectively enforced to hold perpetrators accountable. 

Canadian Criminal Law Working Group (CCLWG) 

Recognizing the urgent need for coordinated legal action, ALCCA has joined forces with The Centre for Israel and Jewish Affairs (CIJA) and the Canadian Jewish Law Association (CJLA) to launch the Canadian Criminal Law Working Group (CCLWG) – a nationwide initiative dedicated to addressing antisemitic hate crimes. 

  • Bringing together senior criminal lawyers from across the country to assess allegations and ensure hate-motivated offences are addressed under the law.

  • Monitoring hate crime cases and legal outcomes to identify enforcement trends and gaps.

  • Educating law enforcement, prosecutors, and government officials on criminal law, provincial legislation, and municipal bylaws available to combat hate.

  • Training community members on how and when to report antisemitic hate crimes, with support for those victimized by hate crimes.

Our Legal Work in Action 

ALCCA is dedicated to ensuring that existing legal tools are fully utilized to combat hate. Our key areas of focus include:

  • Training & Education – Specialized training for police, prosecutors, and government officials on criminal law remedies to address hate crimes.

  • Legal Enforcement & Case Monitoring – Triaging allegations of hate motivated crimes, ensuring relevant evidence is preserved, referring appropriate criminal cases to police, and monitoring cases that are the subject of investigation or prosecution.

  • Legal Guidance & Representation – Assisting individuals in reporting antisemitic hate crimes, supporting victims of hate crimes, and assisting in securing legal representation when needed.

  • Public Interest Litigation – Developing a National Litigation Strategy for non-criminal cases, pursuant to a new funding model, in collaboration with UJA, CIJA Legal Task Force, the Canadian Jewish Law Association and other legal and community organizations. Such a strategy is designed to support strategic, precedent-setting cases that protect the Jewish community.

  • Legislative and Policy Advocacy – Engaging with legislators and policymakers to strengthen legislation and policies at all levels of government and address enforcement gaps.

Our Approach 

Our work is guided by the belief that: 

  • Canada’s criminal laws provide significant tools to combat hate – but they are not being fully utilized.

  • Not all offensive speech is criminal, and we uphold the balance between free expression and legal accountability for hate speech.

  • Legal measures must be paired with education and advocacy, ensuring both justice and long-term societal impact.

  • Raising awareness about hate crimes – through case analysis, monitoring enforcement gaps, and public education – is critical to empowering communities and informing advocacy.

  • Hate speech laws should primarily target extremists, while respectful dialogue and education remain key tools in addressing misinformation and bias. 

Expanding Our Legal Network 


ALCCA continues to expand its network of senior criminal lawyers to strengthen its law related activities across Canada.  Through education, legal action, and strategic advocacy, we are ensuring that the legal system is fully utilized to fight hate, protect communities, and hold perpetrators accountable.
