APR Resources to Support Understanding and Advocacy

We’re sharing the following resources to help clarify key concepts, address misinformation, and support informed, accurate engagement on the issue of Anti-Palestinian Racism (APR). Collectively, these materials are intended to assist advocates, educators, and community leaders in navigating how APR is increasingly used in public discourse – and in understanding the legal, educational, and human-rights implications that arise when the term is misapplied.
This work is not about dismissing or minimizing discrimination faced by Palestinian-Canadians, which is always unacceptable, nor about suppressing legitimate criticism of Israel, its government, or its policies. Rather, these resources examine how APR is often framed and deployed in ways that conflate political positions with protected human rights, distort established legal principles, and, in practice, contribute to the marginalization of Jewish identity and the delegitimization of Israel’s right to exist.
We encourage you to review, share, and draw on the following materials within your networks, and to use them when raising concerns with MPs, MPPs, school boards, university administrators, and other decision-makers.
Paper on Anti-Palestinian Racism (APR): A Critical Legal and Social Analysis
Co-authored by representatives from ALCCA member organizations NECA and CLARITy Coalition, along with ALCCA’s Chair, this important new paper explores the serious legal and social consequences of adopting APR as a recognized form of racism in Canada—particularly on university and college campuses.
